Admin Broadcast is one of the server administration windows. Open it from File > Admin; it opens as a desktop window you can drag, resize, minimize to the taskbar, and close with its title-bar X.
Two reaches
Wallops goes only to users who opted in with mode +w. Announce goes to everyone connected, whether they asked for it or not — reserve it for things people genuinely need to see.
Access
Server operators may send wallops. Announce is administrators only, and the radio is disabled for anyone else. If neither is available the Send button is disabled entirely.
